Sistem Pendukung Keputusan Penerima Bantuan RUTILAHU Menggunakan Metode ELECTRE

Abstract

Poverty alleviation in Surabaya, which recorded 166.62 thousand residents in 2024, is addressed through various social assistance programs, including the Uninhabitable Housing (RUTILAHU) program. However, the selection process for beneficiaries at the sub-district level often faces challenges such as subjectivity and non-criteria interventions during the nomination phase. This study aims to implement a Decision Support System (DSS) using the Elimination Et Choix Traduisant La Realité (ELECTRE) method to enhance selection objectivity in Alun-Alun Contong Sub-district. The ELECTRE method was selected for its capability to handle pairwise comparisons between alternatives based on predefined criteria to produce accurate priority rankings. The results indicate that the system successfully generates clear ranking recommendations, identifying alternative nine as the primary priority with the highest outranking level. System accuracy testing achieved a validity rate of 87%. It can be concluded that the application of the ELECTRE method is effective in providing transparent and accurate recommendations, while minimizing conflicts of interest among local officials in determining the most deserving residents for assistance.
