Perencanaan Strategis SI/TI Menggunakan Metode Tozer di PT Sinar Sakti Matra Nusantara Bandung

PT Sinar Sakti Matra Nusantara (MATRA) is a manufacturing company specializing in machinery services, including turbine repair, mechanical and tooling services, and technical consultation. The main problem is the absence of an integrated information system across business units, causing inefficiencies in operational workflows. The company also lacks a dedicated IT division to oversee IS/IT development. This research aims to: (1) map the competitive business situation of PT Sinar Sakti Matra Nusantara; (2) analyze IS/IT conditions within internal and external environments; and (3) formulate an IS/IT strategy that effectively optimizes business processes. The study applies the Tozer Method, consisting of five phases: Phase 0 (determining context and scope), Phase 1 (identifying business information and support needs), Phase 2 (evaluating system suitability and identifying solutions), Phase 3 (identifying strategic solutions), and Phase 4 (preparing and executing an implementation plan). A qualitative approach was adopted through literature review, interviews, and direct observation. Analytical tools include SWOT, Value Chain, PEST, Five Force Model, Critical Success Factor (CSF), and McFarlan Strategic Grid. The findings reveal that IS/IT development has not been implemented optimally, evidenced by the absence of an IT division and integrated systems. Eight systems and applications are proposed: a Personnel Administration System, Order Information System, Production Information System, Inventory System, Financial Information System, Consumer Order and After-Sales Monitoring Application, Delivery Application, and the company Website. This research concludes that the Tozer Method successfully produced a comprehensive IS/IT strategic roadmap, enabling PT Sinar Sakti Matra Nusantara to grow more competitively alongside rapid technological advancements.
